First the thug has to fall to the ground level and then Joe has to go down to Smith.

Each of these levers can open one of the four floor pieces that the thug and Joe are walking on. When the thug is on the left part of the floor tap on the bottom lever and when he fell tap on it again. Then tap on either of the two top levers so Joe falls to the lower level. Now when Joe is right above Smith tap on the second lever from below.
